Since January 1, 2011 the Federal law of 29.11.2010 № 326-FZ "On compulsory health insurance in the Russian Federation"(hereinafter - the Law № 326-FZ), which defines the legal status of subjects and participants of compulsory health insurance (hereinafter - CHI), the grounds for the emergence of their rights and obligations, guarantees of their implementation, as well as the relationship and liability associated with the payment of insurance contributions to the CHI of the unemployed population.

Law No. 326-FZ regulates relations arising in connection with the implementation of compulsory social insurance as a type of compulsory social insurance, which is a system of legal, economic and organizational measures created by the state aimed at ensuring, in the event of an insured event, guarantees of free provision of medical care to an insured person at the expense of CHI funds within the territorial program of the CHI and within the basic program of the CHI.

On the basis of article 3 of the Law No. 326-FZ, the territorial program of the MLA is understood as an integral part of the territorial program of state guarantees of free medical care to citizens, which determines the rights of insured persons to free medical care in the territory of the constituent entity of the Russian Federation and meets the unified requirements of the basic program of the MLA.

Accordingly, the basic program of CHI is understood as an integral part of the program of state guarantees of free medical care to citizens, which determines the rights of insured persons to provide them with free medical care at the expense of CHI throughout the territory of the Russian Federation and establishes uniform requirements for territorial programs of CHI.

The territorial program of the state guarantees of free rendering medical care to citizens establishes the list of types, forms and conditions of rendering medical care, the list of diseases and conditions at which rendering medical care is carried out free of charge, categories of citizens which rendering medical care is carried out free of charge, average standards of volume of medical care, average standards of financial costs per unit of volume of medical care, average per capita standards of financing, the procedure and structure of formation of tariffs for medical care and methods of payment, as well as requirements for territorial programs of state guarantees of free medical care to citizens in terms of determining the order, conditions of medical care quality criteria and availability of medical care.

Approves the Territorial program of the state guarantees of rendering free medical care in the Saratov region to citizens of the Russian Federation and controls its execution by the Government of the Saratov region.
